For something like this, I really need a spec to work from. The CSV spec clearly says that ALL data, even binary data can be represented with the strict CSV file format using comma and double quotes as delimiters and cr/lf as a line separator.

I can only apply this change to text files.

I am thinking of some simple syntax to trigger the CSV processing. How about:

File(LUN)ctl=csv

CSV processing would be in effect until the file is closed.

If there is too much disagreement as to what I should do or how this should be coded, I will be too confused to do anything, even in my newly enlightened state.
