Seems like two issues:
1) Creating a DOS file
2) DOS things working on CA machines.

I was only dealing with issue one. There is no create in the DOS world. Open a file that aint there and DOS creates it.
The fact that the commands don't work when for CA systems is another issue that only Jim can address.
