Didn't make any progress getting the project (PRJ) features to work with UE 14.20 on my Vista laptop.

I uninstalled 14.20 and installed 9.10. Several times. But, 9.10 won't let me create the two Toolbars I need. I have a Tech email into UtltaEdit.
