Aha! You're trying to compile for Comet16 under Comet32!! Comet32 uses a different compiler than Comet16. There's a different tool in UE to do the Comet32 compile. The Comet16 compile tool looks like a stack of white paper with a black arrow pointing down to it. The Comet32 compile tool looks similar but the paper is black not white and the arrow is yellow.
BTW you can compile for either Comet16 or Comet32 from Comet16 but you may only compile for Comet32 from Comet32.
