My understanding is that the "Master Browser" is the one (plus a backup/secondary) that maintain the list of computers for a workgroup. Elections happen ALL THE TIME, so it is very-very chatty. Priority is given to servers, the by OS by how recent they are. So Win Server 2003 is on top of the food chain followed by Win XP, Win 2000 and Win 9x.

I remember when we started deploying Windows XP, first system had no impact... As soon as we added Windows XP systems number 2 and 3 the whole network started to crawl. Our solution was to manually assign Master Browser (thru registry entries) and disabling Master Browser on ALL the other computers. Be very careful, you need a Master AND a secondary for EACH WORKGROUP.

Master Browser elections are not suppose to happen when you have a Domain - the DC is automatically the Browse Master along with the DNS.

Here's how to disable Browse Master - Remember that at least 2 systems need to be Browse Master "enabled" and should ALWAYS be powered ON.

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Browser\Parameters]
"IsDomainMaster"="FALSE"
"MaintainServerList"="No"
