FileCopy Catch-22

Still in early stages of #FILES to #CFILES conversion for a customer. This is a partial conversion to get rid of the last two Image files. They're too big for #FILES.

Really, really need to be able to do partial copies by file definition from one #CFILES to another with merge capability. CometEx's copy doesn't do merges and Qtilities FileCopy doesn't work with keys greater than 64. $CFILES has a key of 66. Key gtes truncated and records in the output file are overwritten.

Do I have to write my own file copy? :(
