32-bit OS on 64-bit machine

I have a user that is in need of upgrading his workstations. He will be running Comet 2010/2011 32-bit. He wants to install 64 workstations running 32-bit OS. Windows 7. I have not ventured into the 64-bit world yet and it is foreign to me.

Can anyone confirm that the above configuration will work and is practical.

The user is a 5 workstation comet subscriber.
