Did you run "CometUESetup.exe"? It's in your Comet folder. Also check the properties of your compile tool in UE. You'll find it under "Advanced"->"Tool Configuration". Choose "Compile". The command line for it should look like this:
"C:\DOCUME~1\XPMUSER\LOCALS~1\Temp\Console.Exe" /c "%F" /t /R%r

The path should be the path to your Windows Temp folder. Also make sure your Comet shortcut is using Comet.exe, not CosW.exe.
