I don't have a solution but I may be able to explain the change. Many years ago we used to interface directly with Excel via a Visual Basic program to create the file. Beginning with UTL version 7.04 we started simply generating .csv files. Not only is this a much simpler interface, it also eliminated problems some users were having with incompatible or missing VB support libraries.
