Insufficient licenses for current users - License Update failed

I'm attempting to update the license via the Security Server. I am receiving an error when attempting to do so.

The error reads: "Insufficient licenses for current users. License update failed."

Only a handful of users are logged in. And the contents of the license file show the correct number of user licenses.

What can I do to correct this?
