CometServerProducts1400.exe error

I am in the process of installing the latest and greatest.
When I launch CometServerProducts1400.exe

The progress bar gets to 7% and a windows dialog box displays. The dialog Box reads

Comet Server Setup

An error occurred during the move data process : -623

[OK]

Any ideas?
