I had a similar problem. If all else fails, you can do this (a little overkill, but it worked for me when other stuf failed)

1. Run CMD elevated
2. NET STOP COMETSERVICES
3. Start/Run SERVICES.MSC
4. Change the properties on the Comet services to "Disabled" for startup. Stop the service if it says running.
5. Reboot Server
6. Install latest Comet Server Products
7. Check services again and ensure startup for comet services is "Automatic". Start the service if its not running.
