Your .cfg looks OK for Security Server configuration. Let's take another look at the Security Server log file. The one you posted (CSecSrv1.log) is not the current one. The current one would be CSecSrv.log. You don't even have to start Comet to get this log. You should have the Comet services setup to start automatically when Windows is started. The log will be started then.
If the log indicates that it can't find the USB plug try running the simple test program in your Comet Services folder called CBUSB.exe. It will look for the Comet plug and tell you its serial number if found. If it can't find the plug try unplugging it and plugging it back in. Once this is working we'll continue with the Comet startup problem.
