UltraEdit Error 32

Since I installed the latest version of Comet2004 and also loaded Comet2005, I have not been able to compile under UltraEdit. The error 'Security setup failed: 32' appears and in the CAPI log the following appears: CAPI Vsn. 1.16 Using Security from directory 'COS' Security error - Excp=32 Command Reply (32).
I have also un-installed and re-installed UltraEdit without any improvement. This error also appears when CAPI isn't running. The same error appears with both versions of the operating system.
Is it not finding something in the 'COS' file?
