You could add a flag in SetGlobal. When the user logs out the flag is cleared. When the next user logs in you don't get the E51 but you do see the flag is cleared and do a new SetGlobal.
Could RUNSTATE help when you've had a broken connection and you don't know if the "logee" is the old user or a new user.
