The following change was made in REL05.04:
QMONITOR

A change has been made to the value stored for the user's name as reported by PSTAT. If IDFILE is not being used, 16 blanks will be stored ahead of the user name from the password file. These 16 spaces normally contain the user name from IDFILE. Therefore, since PSTAT reports the first 16 bytes of the user information, if you're not using IDFILE you will only see blanks in the user name field reported by PSTAT.
