I think all the major backup software packages have an Open File option. I've used the one for BackUp Exec on Windows 2000 servers. Win2003 servers have "Shadow Copy" services. All the major packages that have a Win2003 version should be Volume Shadow Services aware.

On my MS Small Business Server 2003 accounts that didn't come with a bundled tape package, I use NTBACKUP. Small Business Server has an excellent wizard that builds the NTBACKUP script.

Regardless of the hardware/software mix, I never need to STOP/START Comet Services for backups.
