1. The dongle has a LED. Make sure it's lighting up. On my development laptop it sometimes goes out, for no discernible reason, and I get the "not found" message. Maybe you're using a bad or flakey USB port.

2. Uninstall all things Comet via Add/Remove programs and unplug the USB dongle. Usually, for me, the old parallel port program doesn't uninstall or still shows in Add/Remove. Reboot. Check Services and Task Manager to make sure there's no Comet stuff running.

With the dongle unplugged, run the Comet Server Products install to the default C:\Comet Services. Put your license.txt file in that folder. Reboot. When the Comet Services start you'll get an "Abort, Retry" message. Plug in the USB dongle. Make sure it lights up. Click Retry.
