Mystery solved. Thanks to Barbara.
First overlay was locking the file on LUN (2). When QREPORTS ran, it received an E7 not an E11. Somewhere along the line there was a change in CFAM.
Adding LOG to the $ file made the report process sucessfully because QREPORTS does a CLOSE (2) for the log report.
