DbMgr has a utility to generate IB include files from the #CFILES dictionary. You'll find it on the "Utilities" tab. For what it's worth, there's also a utility to generate the #CFILES definition from an IB FORMAT.
The "old" Reporter was always released in a zip file with a QDIR called "UTR". The new UTL release does contain a program called QREPORTS. When it is run, if there's no #CFILES on an accessed dir it will attempt to run QREPORTS on UTR. Thus users of the old Reporter will be just fine as long as they don't convert to #CFILES. It doesn't matter what order their dabs are in. However, in your case it sounds like you chose to install the old Reporter in a dir called RPT. In that case, you'd have the problem you had. Any reason for not leaving the old Reporter in the UTR dir as released?
