First, you said you installed the latest Comet 2009 but your startup details indicates you're running version .399. The current version is .406. While that might not make any difference in this case, it makes me wonder if you're running what you think you're running.
Anyway, I don't believe it's a problem with the IP address. I see that your security server is at the same address and Comet is connecting to it just fine. Generally this error is a result of either CFAMNetServe.exe not getting started on the server or CFAM.exe not getting started on the client. CFAMNetServe should be started automatically along with the Comet services. CFAM should startup when you attempt to run Comet. Use the Windows task manager to try to determine which of these is failing to start.
