controlling a process with LOCK

want to control a process by issuing a LOCK at the start and UNLOCK at the end.

if users try to start up the same process twice, the second one will be LOCKed out.

was curious what happens if this program fails... is the LOCK automatically removed in case of:

normal termination (with only automatic file CLOSE for all LUNs)
abnormal termination
