Comet 2010 on Windows 7 -- COSW is unable to load COSC.exe

This error has started to pop up on a user's laptop:

COSW is unable to load COSC.exe. Please make sure all COSW executable files are in the intital program directory.

According to my IT person, the build is "422".

The operating system of the laptop is Windows 2010.

In searching though the Signature support site, the previous recommended solutions applied to earlier versions of Windows. Do we know whether those solutions are applicable to a Windows 7 environment?
