De activating machine specific security

Somehow, one of our users appears to have enabled the machine specific security. When they load Comet98 they receive the following message.
You have not been authorized to sign-on to this system.
In order to do so you must enter an ACTIVATION password.

Please enter your ACTIVATION password

This security has never been enabled nor do they want it to, how can we remove this level of security and return to just the Qmonoitor prompt.
