The message you describe is not the typical QMONITOR message. Are you sure this is coming from there? If so, it sounds like you're running a customer QMONITOR. Which version of REL are you running? You might try releasing it.

The "blind password" mechanism is driven by info in the QSTART2 file. If you don't want the user to have to enter a password in QMONITOR you should NOT have a QSTART2 file accessible.
