Your described scenario inspired me to do some testing. I must say I was a bit surprised by what I found.

First I created a .csv file with a qdir and everything. Opened it in Excel, then ran an IB program that tried to open it. I got E11 as you suggested. I see how this would be confusing. We'll check in to it.

Second, I dynamically accessed a non-Comet folder that contained a .csv file. The access caused the creation of the qdir files. This is good. To create the qdir entry for the .csv I simply did a text file create. You will get an E13 on the create, but the qdir entry will be made. I guess the E13 is just to let you know that the file is there already. Handle that excp and you're OK.
