I was running cosp from a shortcut I created on my desktop. If you use /debug as a command line, you will get a debug window.
The thing is, when I launched it myself, I was launching it as the user.
You were letting Comet launch COSP automatically. In that case, I think it was launching as SYSTEM.
I reproduced your results by letting Comet launch COSP.
We will investigate this further.
