I'm getting on in years, but if memory serves good ole DOS (which I guess still lives deep in Windows) CREATES a file if an open is issued against a non-existent file. I think I even took advantage of that "feature" some time in the dark distant past using these easy-to-use, easy-to-remember, easy-to-debug DOS calls and pseudo calls.
