Stupid, not! That's an interesting suggestion. There is one reason I can think of for not changing it. I know of at least one utility program that depends on the E33 returned from a READ to indicate that a particular resource is in use by another user. QSPOOL is the culprit here. A user extracts a record from a control file as a flag that it's doing something so other users have to wait. This logic would stop working if READ suddenly worked as INQUIRE. Obviously I could change QSPOOL but there may be other apps out there using this strategy.
