Hi Justin. It looks as though somebody has edited the "bad" file causing duplicates of some settings. Most notably: "[ToolBar-1-Bar0]", which is where your mysterious "92" shows up. Our code does not make direct file system calls on this file, Instead we use special Windows API's that handles it in a transparent manner for us, including sharing and caching. Take note of the empty lines beginning at line 41 - not something Windows would do.
