The corrupt INI didn't get that way by direct human intervention. The only editing that was done was to a copy of the file; the original remained untouched.
Comet (or some other system process) is corrupting the INI. As satisfying as it may be to blame it on users mangling the INI (trust me, I'd love to), that's not the case.
I think statistics would tend to agree with me here; INI corruption is a frequent problem, albeit a minor one. Just because you can't reproduce the problem, doesn't mean it doesn't exist.
