One last update.
No user TMP
No windows TMP
Changed windows TEMP to c:\temp
user TEMP still at %userprofile%/local settings/temp
REBOOTED system.
Now the HTML print put the output to c:\temp
GetTempPath still returned the USER TEMP setting.
Removed the USER TEMP setting.
GetTempPath returned the windows TEMP i.e. C:\temp
